Zhin, Woong Seob Governor/Financial Supervisory Service
Zhin Woong-Seob took office as the tenth Governor of the Financial Supervisory Service on November 19, 2014. He was nominated to be FSS Governor by the Chairman of the Financial Services Commission and confirmed by the President.
Governor Zhin succeeds Mr. Choi Soohyun at the FSS after his tenure at the Korea Finance Corporation (KoFC), the government-affiliated financing institution, which he has led as its President and CEO since February 28. Prior to KoFC, he headed the Korea Financial Intelligence Unit (KoFIU) as its Commissioner from December 2012 to February this year.
Governor Zhin comes to the FSS with a long and distinguished career in public service at the finance ministry and at the Financial Services Commission that include a stint as the Senior Assistant to the President for Economic Policy at the Office of the President. He started his public service career at the finance ministry in 1988 after passing the 28th civil service examination the previous year. After taking on several positions at the finance ministry that included Senior Secretary to the Minister, he transferred in 2004 to the Financial Services Commission, where he successfully carried out major regulatory policy responsibilities including capital market regulation and public fund oversight.
Governor Zhin earned his undergraduate degree in law from the College of Law, Konkuk University, in February 1983. He also studied public administration at the Seoul National University and received M.A. in economics from the State University of New York at Buffalo in May 1995.

Wolfgang Hoffman Managing Director/Towers Watson
< Education > Mr Hoffman is a qualified actuary (Aktuar DAV) and a member of both the German Actuarial Society (DAV) and the German Actuarial Association (DGVM). He also participated on various working parties of the DAV, including one on Market Consistent Embedded Values. He received a Master's degree in mathematics and economics (Wirtschaftsmathematik) from the University of Karlsruhe.
< Career > Wolfgang Hoffmann is a Managing Director with Towers Watson in Cologne, Germany. He has been with the firm since 1995 and specialises in the areas of financial management for life assurance companies, company valuations and due diligence, economic capital and Solvency II. He has gained wide-ranging experience by working on projects in Germany, Austria, Switzerland, Poland, Turkey and Scandinavia.
Mr Hoffman’s recent projects include: Implementation of Market-Consistent Embedded Value Principles for various multi-national primary and reassurance groups, mostly in connection with the establishment of stochastic corporate models, and support in the disclosure Evaluation and implementation of Economic capital models in preparation to Solvency II and support in QIS projects Valuation and due diligence for a number of European life insurers and pension funds in connection with merger and acquisition projects
Prior to joining the firm, Mr Hoffmann worked for a German reassurer, holding the position of life country manager for the UK and Spain.
