Intro 

Total birth rate of Korea dropped to 1.05 on year 2017. Following this tendency, our birth 

rate could be decreased to 1.0 at the end of year 2018. Starting from 2005, Korea has 

been implementing national measures to restore the birth rate, but it has not improved as 

expected. Number of births fell to 356,000 as it ranked the lowest record ever.

Low birth rate problem is not just happening only in Korea but Japan, Taiwan, Singapore, 

and Hong Kong so we must examine ourselves in various ways as it is because of social 

and cultural factors. Those countries, they are escaping rapidly from patriarchal 

Confucianism culture. However these changes are not sublimated into a new form of 

family function, instead it shakes the family concept itself by delaying the marriage or 

trying to have the minimum number of births. The low fertility cannot be improved unless 

family values are restored.

It is necessary to analyze the link between low birth rate issue and weakening family 

function. Also we should broadly examine the policies for recovering the new form of 

family function to extend the recovery solution of low birth rate.

‘First-Class’ business newspaper Financial News and The Seoul Population Forum is 

hosting the 2nd Seoul Population Symposium under the theme of ‘Family Restoring 

and New Familism’ on July 11th, 2018 which is the World Population Day.

In the first session we will highlight speakers from Japan, Austria(Most patriarchal country 

in Europe) where experiencing this ultra-low birth rate problem ahead and domestic 

experts to analyze the new form of family function.

In Second session, there will be a special keynote speech about the creation of new 

familism from philosophical perspective and discuss about the role of social and family 

policy for family restoration.

We will promise the 2nd Seoul Population Symposium will be the place for discussing 

and solving population problems which is one of the biggest issue in Korea and we look 

forward your participation.
