Justin Choi is a Professor of ‘Cybercrime & Criminal Investigation’ at the Korean National
Police University (KNPU), and also is the Director of the Research and Business Development
Center of KNPU. Before joining the KNPU in 2013, Justin was an Assistant Professor of
Police Science at the Daejeon University in Korea since March 2011. Justin received his
doctorate degree in Security Services from Yongin University in Korea in 2010, completed his
master’s degree programs at both the University of Kent at Canterbury [in the U.K.] in 1995
and Yonsei University in Seoul, Korea, in 1993, and got his undergraduate degree in Public
Administration from the Korean National Police University (KNPU) in 1987.
Prior to his academic career, Justin Choi was the Global Security Director of NHN Corp.,
currently ‘Naver Corporation’. His responsibilities covered risk management, corporate
security, information protection, anti-cybercrime programs, and external relations, including
liaison with law enforcement agencies. Justin was the Security Program Manager of IBM
Korea, Inc., before joining NHN Corp. in June 2005. He has worked for IBM for seven years,
from 1998 until 2005, as the Country Security Manager of Korea.
Justin Choi has served eleven years from 1987 as an Inspector with the Korean National
Police Agency (KNPA). Justin was seconded to the Presidential Security Service in 1991 as the
liaison officer responsible for analyzing foreign intelligence collected and/or reported from a
variety of governmental agencies, and then to the U.K. for two years from 1993 to conduct his
research study on International Relations. Since 1995, Justin was the East-Asian Regional
Contact Officer for the INTERPOL—the National Central Bureau of Korea—in charge of
organized and financial crimes, including computer crimes, and also led the founding of
'Hacking Investigations Squad'—the Cyber-Terror Response Center—of the KNPA.
Justin received a dozen awards during his corporate career, including one from the CEO &
Chairman of IBM, for his efforts and excellent contribution to IBM’s worldwide security
programs as part of the IBM’s Security Team during the 27th Olympic Games in Sydney and at
the IBM’s PartnerWorld in Las Vegas. Justin has also received numerous prestigious awards
during his law enforcement career, including “Top on the List Award” from the Prime Minister
of Korea, “Man of Honor Award” from the Commissioner of KNPA, and many others.
Justin's credentials include the Certified Information System Security Professional (CISSP)
and the Certified Business Continuity Professional, etc. Justin has co-written four books and
over twenty-five academic articles in areas ranging from police administration, including
cyber- and transnational crimes, to corporate/industrial security. Justin Choi was the 2nd
President of Korea Corporate Security Managers’ Council (KCSMC) and the 3rd President of
the Korea CPTED Association, and has been the Chair of International Consultants Group on
Infra [Security] for UNODC’s “Virtual Forum against Cybercrime (VFAC)” program.
